The Capture of Carbon from the Air might now be possible

Global Research Technologies, a technology research and development company, and Columbia University have achieved the successful demonstration of a new technology to capture carbon from the air. The "air extraction" prototype has successfully demonstrated that indeed carbon dioxide (CO₂) can be captured from the atmosphere. This is GRT’s first step toward a commercially viable air capture device.

Local government in the UK is looking at options to make people pay for the waste they dispose. At the Greater London Authority there is a tangental debate about supermarket shopping bags. Given there is every likelihood that pay as you go waste systems will be introduced, if not now, then at some time, and there is also every likelihood that the councils won't reduce council tax, is this fair.
