Should public transport be free in a low carbon economy?

A recent survey from the Automobile Association has found that vehicle congestion in cities as dropped by 31 per cent as a result of the recession.  On that statistic, recessions are good for the environment.  However, congestion, like economies come back and with every major urban area forecast to grow over the next 30 years, congestion will increase.

Cities like London are becoming more difficult to live in and unless you are wealthy, the quality of life is falling.  Travel to and from work has lengthened, a direct product of congestion.

More public procurement please

Governments all over the world are now setting targets for the amount of energy from renewabe sources there must be in their electricity grid and even cars.  As any one knows who runs a business, setting targets is the first step in the journey, achieving targets is much harder.  And to achieve targets you need a market, and if there isn't one or it's weak, someone needs to create it.

Most countries are setting targets of about 20% for renewable energy in the electricity grid by 2020.

Scottish Government targets a date for low cabon cars in the public sector

The Scottish Government has published a consultation paper which calls for and targets a date for the wide adoption and use of low-carbon vehicles.   The paper sets out two targets:

Low Carbon Vehicle Partnership launches competition

The Low Carbon Vehicle Partnership has launched the LowCVP Technology Challenge to encourage innovation in low carbon vehicle technologies. The challenge has been developed to connect smaller companies with those higher in the automotive supply chain and seeks innovative technologies which could make a significant contribution to reducing CO2 emissions from passenger cars with the goal of achieving or surpassing 80g CO2/km.

US Government provides grants for biomass projects

The U.S. Department of Agriculture (USDA) has announced that 23 biomass energy projects in 14 states that will receive $49 million in funding from the American Recovery and Reinvestment Act.

The funds will help create markets for small-diameter and low-value trees removed during forest restoration activities.
